Grant Town Board Meeting
March 1, 2010
Grant Town Hall – 7:30 p.m.
The monthly meeting of the Grant Town Board was held on Monday, March 1, 2010 at 7:30 p.m. at the Grant Town Hall.
Roll call: Richard Britzke, Dale Klitz, and Bill Bowers, Rick Grunewald, treasurer and Kay Blum, Clerk. Fourteen guests and residents were in attendance. Guests included county supervisors, Arlyn Tober and Jerry Erdman.
The agenda was published in The Marion Advertiser on February 25, 2010. Items added for discussion included Prime Time Bar & Grill and Grant Fire Department. Motion by Klitz/Britzke to approve the agenda. Motion carried.
Motion by Bowers/Britzke to approve the minutes of the February 1, 2010 town board meeting. Motion carried.
Public comments: None
County update: Arlyn Tober addressed the board on recent activities. He said the proposal to move to county-wide assessment was abandoned possibly due to the higher costs it would entail.
Plan Commission/Zoning: Ken Huebner reported on recent action with regard to properties in the township. Steve Skotzke is working on detailed plans for the cheese factory property which he will present to the plan commission. The next meeting will be held on March 30th at 1:00 p.m. Gene Mehlberg gave a brief update of the Zoning Code Advisory Committee.
Prime Time Bar & Grill: The Prime Time Bar & Grill has been closed. The previous operators have surrendered their liquor license and another party has presented an application for the license. Action on the new application will take place on Thursday, March 11, 2010 at 7:30 p.m. at the Grant Town Hall.
Caroline Sanitary: Annette Schmidt and Shirley Grunewald, representing the Caroline Sanitary District, inquired about the possibility of obtaining additional funds for the project. Last fall, the town committed $30,000 of environmental money toward the upgrade project and Annette and Shirley inquired if there might be additional funds available from the environmental impact fees the town is receiving. The impact fees are paid to the town on an annual basis and will be reduced over time. The town board does not know exactly how long it will receive this money. A portion of the funds are currently designated to make the loan payment on the new tanker and plow truck for the next five years. This item will be discussed at the annual meeting.
Annual meeting: The annual meeting of the Town of Grant will be held on Tuesday, April 13, 2010 at 7:30 p.m. at the Grant Town Hall.
Building Inspection: Larry Joos will soon complete his required class hours for recertification.
Roads: Town board members will attend a DOT meeting at Fox Valley Tech on March 11, 2010. The board authorized the hiring of the boom truck for brush cutting on various roads not to exceed $3500.00 and the use of part-time help for forty hours.
Town Hall: Motion by Britzke/Klitz to approve a town hall reservation for Mike Fritz on June 26, 2010. Motion carried. Mike will get an estimate for replacing the carpeting on the handicap ramp.
Caroline Dam: The light warning system has been installed at the dam. The current bill from the engineer will be submitted to the county for reimbursement. Chairman Britzke will contact Becher Hoppe to follow up on the final repairs to be completed by Great Lakes.
Caroline Baseball Park: A motion was made by Britzke/Klitz to obtain an estimate of costs for moving the light switch for the diamond lights to the outside of the concession stand. The switch will be locked and all teams who use the lights will be given a key. Motion carried. There was a discussion about the number of exhibition games to be held during the weekdays and which teams have access to the scoreboard. These and other topics need to be addressed with representatives from each team at a future meeting.
Fire Department: The board discussed a state mandate requiring all fire departments to have Mutual Aid Box Alarm Systems.
Bills: Motion by Bowers/Britzke to authorize the payment of checks 6388 through 6426 in the regular checking account and 1074-1075 in the environmental account. Motion carried.
Adjourn: Motion by Bowers/Klitz to adjourn the meeting. Motion carried.
