Town of Grant – Annual Meeting
Tuesday, April 13, 2010
Grant Town Hall – 7:30 p.m.

The annual meeting of the Town of Grant was held on Tuesday, April 13, 2010 at 7:30 p.m. at the Grant Town Hall, Caroline, Wisconsin. Forty-six residents and board members were in attendance.

The meeting was called to order by Chairman Richard Britzke and began with the Pledge of Allegiance.

The minutes of the 2009 annual meeting were read. A motion was made by Dale Mielke and seconded by Joanne Kostlevy to approve the minutes as read. The motion was unanimously approved.

The annual report was presented for discussion. A motion was made by Duwayne Radies and seconded by Jerry Malueg to accept the annual report. The motion was unanimously approved.

There was no old business.

New Business
¬Cheese factory property: Ken Huebner, representing the Grant Plan Commission, updated residents on proposed projects for the former cheese factory property. He stated that the plan commission has met several times with the owner of the property, Steve Skotzke, and zoning officials from Shawano County. Mr. Skotzke has presented preliminary plans for the property to possibly include condominiums and commercial buildings. Some ideas for the businesses might include a microbrewery and pizza restaurant. One resident thought a restaurant that offered breakfast and lunch would be popular. Mr. Skotzke is open to any ideas residents have to offer. There would be privacy fence between this property and the residence to the north. Concerns were raised about space for parking as well as access to the property through E. Water Street. It may be a year or more before work can begin. Variances and zone changes have only received preliminary approval, with final approval to be considered at a later date.

¬1947 Chevy Pumper: The 1947 Chev pumper is badly in need of repair and taking up much needed space at the fire hall. Members of the fire department would like to move the pumper and are looking for suggestions from residents as to what might be done with it. A motion was made by Duwayne Radies and seconded by Joanne Kostlevy authorizing the town board to dispose of the pumper, to include offering it for sale and contacting the area historical societies to see if they are interested. The motion was unanimously approved.

Sanitary district lagoon upgrade: Annette Schmidt and Shirley Grunewald representing the Caroline Sanitary District addressed the meeting to request help with the funding for the lagoon upgrade. The town board previously made a commitment of $30,000, the majority of which will come from the remaining one-time payment of the environmental impact funds and the balance from the annual payment. The sanitary district is requesting to receive additional money from the annual payment of the environmental impact funds to help defray the costs of the project. The estimated cost of the project is $240,000. The sanitary can cover $80,000 and will have to borrow approximately $160,000. This loan will be in addition to a current loan that won’t be fully repaid for another five years. Comments heard from residents included: the environmental fund is not taxpayer money; the town has supported other projects that don’t necessarily benefit all residents; rural residents have to pay fees for septic systems that are required and must be inspected and pumped; the annual payment funds can be used for any purpose. The current yearly payment is $37,654 but it is not guaranteed. The town is making loan payments of $19,328.86 for the fire tanker for the next five years with the annual fee money. A motion was made by Ken Huebner and seconded by Janis Radies to take an advisory vote on the issue of designating 10% of the environmental impact money annual fee received each year toward the loan payment for the Caroline Sanitary District. A yes vote indicates 10% of the money should be used and a no vote means 10% of the money should not be used. The motion was approved unanimously. Chairman Britzke stated that the town board would consider a vote by the residents on this matter as advisory according to Wis. Stats. 60.10. A ballot vote was taken with 41 voting yes, 4 voting no, 1 abstained.

Fire department: Duwayne Radies expressed concerns about meetings being held at the fire hall instead of the town hall. Recently some tables have been damaged. The fire department is looking at complying with a federal mandate to upgrade its pagers and radios and that equipment will be stored at the fire hall. Department members are concerned about the security of this equipment with the number of meetings being held there. The sanitary district and the CCDC meet there regularly, mostly out of convenience for members and the 4-H has also met there on occasion. All groups will do their best to use the town hall for future meetings.

Town hall floor: Janis Radies commented on the great job Audrey Pockat does as janitor of the town hall. She requested that the town board hire a professional service to come in once per year to clean and wax the floor. Janis stated that this would make Audrey’s job much easier.

Roads: A motion was made by Joanne Kostlevy and seconded by Dale Mielke to allow the town board to make the decisions on the road work to be completed in 2010. The motion was approved unanimously.

Wages: A motion was made by Shirley Grunewald and seconded by Annette Schmidt to leave part-time help wages at the rate of $10.00 per hour for 2010. The motion was unanimously approved.

Annual meeting date: A motion was made by Duwayne Radies and seconded by Debbie Mielke to hold the annual meeting at the Grant Town Hall on the second Tuesday in April, 2011. The motion was unanimously approved.

Lunch: Residents were invited to stay for lunch and refreshments. Chairman Britzke thanked Premier Community Bank for their donation of $25.00 for the annual meeting lunch. The town board members purchased the drinks.

Adjourn: A motion was made by Troy Malueg and seconded by Gene Mehlberg to adjourn the meeting. The motion was unanimously approved.
