Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
August 2, 2010

The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Monday, August 2, 2010 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Twelve residents and guests were in attendance.

Chairman Britzke read the agenda which was published in The Marion Advertiser on July 26 2010 and an additional item, EMS grant money, which was properly posted 24 hours prior to the meeting. A motion was made by Klitz/Bowers to approve the agenda. Motion carried.

A motion was made by Klitz/Bowers to approve the minutes of the July 5 town board meeting. Motion carried.

Public comment period: There were no comments from the public.

County Update: County supervisors, Jerry Erdman and Arlyn Tober, provided information from attendance at state meetings and discussed budgeting at the federal, state and county level.

Town Hall: Members of the newly formed Caroline Art Club addressed the board with a request to use the town hall for weekly meetings. A motion was made by Klitz/Bowers to grant the request of the Caroline Art Club to use the town hall for their meetings to be held every Thursday from 9 a.m. until noon. If conflicts arise, the club will have to use the basement or reschedule their meeting. This will be in effect for one year. Motion carried. The board also discussed a conflict over a certain reservation date. A motion was made by Britzke/Klitz to approve a reservation for Dave Krueger for August 7, 2011. Motion carried. Maintenance issues were discussed.

Meeting: A motion was made by Britzke/Klitz to hold the next town board meeting on Wednesday, September 8, 2010 at 7:30 p.m. at the Grant Town Hall due to the Labor Day holiday. Motion carried.

Operator’s licenses: The board discussed the current fee for operator’s licenses and decided to leave it at $5.00 per year.

Ordinance 2010-01: A motion was made by Klitz/Britzke to approve Ordinance 2010-01 Establishing Provisions for the Licensing of Those who Sell or Deal in Alcohol Beverages. Motion carried. The ordinance will be effective upon posting.

Plan Commission/Zoning: Gene Mehlberg reported that the county zone change hearing for Steve Skotzke will be held on August 4th. The Zoning Code Advisory Committee will hold hearings in the fall on proposed zoning code changes.

Caroline Dam: Chairman Britzke presented letters from the DNR with regard to the dam. The Emergency Action Plan needs to be revised and resubmitted. The engineer should be handling this. The Dam Failure Analysis should be ready prior to October 1st. The Caroline Dam is rated a Significant Hazard Dam requiring inspections every 3 to 4 years by a professional engineer.

Caroline Baseball diamond: The dumpster will remain in place for the Colorama.

Roads: New road signs are being erected.

Grant EMS: Dave Krueger reported that Grant EMS received a grant to purchase radios and other equipment. The EMS will have to provide funding up to 25% of the total grant or approximately $920.00.

Bills: A motion made by Klitz/Bowers to approve the payment of checks 1085 thought 1087 in the environmental account and 6568 through 6594 in the regular checking account. Motion carried.

Adjourn: A motion was made by Britzke/Klitz to adjourn the meeting. Motion carried.
