Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
August 3, 2009
The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Monday, August 3, 2009 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Nine residents and guests were in attendance.
Chairman Britzke read the agenda which was published in The Marion Advertiser on July 30, 2009. Additional items added for discussion included Clintonville Ambulance, Grant EMS gift, local grant applications, and change the date of the September town board meeting. A motion was made by Klitz/Bowers to approve the agenda. Motion carried.
A motion was made by Bowers/Klitz to approve the minutes of the July 6 town board meeting. Motion carried.
Public comment period: Ken Huebner suggested there be a garbage can behind the town hall. It will be taken care of.
County Update: Jerry Erdman and Arlyn Tober spoke about the Maple Lane issue. Both supervisors voted for the referendum for various reasons and they commented that Shawano County will still be liable for current Maple Lane residents should the facility be sold. The liability for the residents could amount to more than what it is currently costing the county to operate the facility.
County Environmental impact grant: The Shawano County Capital Improvement Committee recently voted to deny the Town of Grant its previously awarded grant money in the sum of $68,900.00, stating that the dam project was completed prior to the award being granted. The Caroline Dam project is not yet finished and there are outstanding bills that are still unpaid. Board members are investigating this further.
Grant EMS gift: The Grant EMS recently received a gift from the will of Roy O. Spearbraker.
Budget Resolution; A motion was made by Britzke/Klitz to approve Budget Resolution 2009-02 transferring $24,000.00 from the environmental annual fee account to the roads budget for projects to be completed this year. Motion carried.
Volunteer emergency responder wages: The reporting of volunteer responder wages was discussed. No further action was taken.
Plan Commission/Zoning: Ken Huebner gave an update on the recent items discussed at the last plan commission meeting. The next Plan Commission meeting will be August 25th at 7:00 p.m. Shawano County is in the process of a zoning code re-write. During this process, townships can make a choice to opt out of county zoning and adopt their own zoning administration. There are several meetings scheduled in the future on the zoning code re-write.
Caroline Dam: Chairman Britzke contacted the engineer last month. The Emergency Action Plan and other documents are still not completed and require DNR approval. Painting of the catwalks and grates is just about completed.
Caroline Baseball diamond: Documents should be ready to sign this week on the land purchase. Board members heard complaints about the noise level during the night baseball games.
Town hall: A motion was made by Klitz/Bowers to approve the following town hall reservations: Ruth Kopitzke on August 22, 2009; Merry Salzman on August 23, 2009; and Rhonda Suehring on July 25, 2010. Motion carried.
Clintonville Ambulance: Chairman Britzke reported that there could be a significant increase in the cost for ambulance service in 2010.
Roads: The town received money from American Transmission Company to repair damage to several roads. Additional work will be done to complete these projects as well as shouldering on Breitenfeldt Road.
Local grants: The board reviewed the grant money that has not yet been requested by the various groups who received awards.
Meeting: A motion was made by Britzke/Bowers to hold the next town board meeting on Thursday, September 3, 2009 at 7:30 p.m. at the Grant Town Hall. Motion carried.
Bills: A motion made by Britzke/Bowers to approve the payment of checks 1059 through 1062 in the environmental account and 6184 through 6207 in the regular checking account. Motion carried.
Adjourn: A motion was made by Britzke/Bowers to adjourn the meeting. Motion carried.
