Grant Town Hall – 7:30 p.m.
July 14, 2008

The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Monday, July 14, 2008 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Twelve residents and guests were in attendance.

Chairman Britzke read the agenda which was published in The Marion Advertiser on July 10, 2008 and additions to the agenda which were posted on July 9, 2008. A motion was made by Britzke/Klitz to approve the agenda. Motion carried.

A motion was made by Klitz/Bowers to approve the minutes of the June 2 and June 26, 2008 town board meetings. Motion carried.

Public comment period: Ken Huebner questioned the power outage last week and whether it was related to the baseball diamond lights. Terry Verg presented the Alliant bill for the electricity at the baseball diamond.

Baseball diamond: Jim Papendorf appeared before the board regarding his property line bordering the baseball diamond. Jim said that he is not in a position to sell land to the town at this time. He did request that the board look at car parking issues during ball games to limit those who park on the north end of the diamond next to his property. That area may be limited to handicap parking only. In other baseball diamond issues, a tentative curfew time of midnight was set for the any night games played during the remainder of this season. The clerk will change the billing address on the electric bill.

Caroline Dam: Roy Kleisch appeared before the board regarding his portion of the dam repairs. Roy intends to do the repairs himself but he requested an extension of time to complete them. A motion was made by Britzke/Klitz to grant Roy Kleisch an extension of time to October 1, 2008 to complete the powerhouse repairs subject to DNR approval. Motion carried. A motion was made by Klitz/Bowers to pay the cost of Roy’s portion of the dam repairs not to exceed $18,000.00 and to allow Roy to repay that amount to the town in installments at a fixed rate of 3.85% over eight (8) years with the first payment due January 1, 2009. The final payment will coincide with the expiration date of Roy’s current lease which is December 18, 2016. Motion carried. A motion was made by Bowers/Klitz to accept the bid of and approve the contract of Great Lakes Marine for the Caroline Dam repairs at a total cost of $57,610.00. Motion carried.

Election Contingency Plan: A motion was made by Britzke/Bowers to approve the Town of Grant Election Contingency Plan setting forth a plan of action during an election in the event of an emergency. Motion carried.

Grant awards: The town board received nine grant applications for environmental impact monies. The total amount requested was $97,995.75 and the total amount available was $50,000.00. A motion was made by Britzke/Klitz to approve the following awards: 1) Caroline Community Development Corporation will receive $12,000.00 to purchase a vacant lot on Main Street for a park development. 2) Zion Lutheran Church will received $11,000.00 to use toward their choice of a new energy efficient furnace, air conditioner, exterior doors, window repairs, or lighting. 3) Zion Lutheran Cemetery Association will receive $1,500.00 for blacktopping or gravel for roadways to prevent erosion and protect the environment. 4) Caroline Lions Club will receive $12,000.00 for improvement of their grounds for erosion control. 5) St. John’s Church will receive $5,000.00 for an energy efficient refrigerator and windows. 6) Caroline Baseball Team will receive $4,000.00 for energy efficient coolers and/or landscaping materials. 7) Grant EMS/Fire Department will receive $3,000.00 for an environmental project of their choice or as a portion of the purchase of an electric club car. 8) Caroline Aces 4-H Club will receive $1,500.00 for a landscaping project at the town hall. Motion carried.

Propane contract: A motion was made by Bowers/Britzke to approve the contract for propane service from Wolf River Propane, LLC at the fixed price lock in rate of $2.23 per gallon. Motion carried.

Town board meeting: A motion was made by Britzke/Bowers to hold the September town board meeting on Thursday, September 11, 2008 at 7:30 p.m. Motion carried.

Funds: A request was made for funds for EMT training at the last board meeting. Board members stated that they would like some estimate of the cost by October when they plan the 2009 budget.

Plan commission: Ken Huebner stated that the public hearing for comments on the comprehensive plan will be held on Monday, August 4, 2008 at 7:00 p.m. at the Grant Town Hall. The plan is set to be adopted at the town board meeting following the public hearing. Copies of the plan are available for review from the clerk and the town board and plan commission members. It can also be reviewed over the internet at www.co.shawano.wi.us. Written comments may be submitted to the town clerk before the hearing date.

Roads: The board reported that blacktopping in the township will begin very soon. Overhanging branches on Grant Road will be trimmed. Scott Construction will be contacted about the recently completed chip seal jobs. A motion was made by Bowers/Klitz to approve the payment of two-thirds of the health insurance policy premium for the town employee. Motion carried.

Town hall: A motion was made by Bowers/Britzke to approve a town hall reservation for Merry Salzman for June 20, 2009. Motion carried. New windows will be installed in the basement and a new cement slab will be poured at the entryway of the town hall.

Budget amendment: A motion was made by Britzke/Klitz to approve Budget Amendment 2008-02 transferring 2007 reserve funds to the road maintenance category. Motion carried.

Payment of bills: A motion was made by Klitz/Bowers to approve the payment of checks 5724 through 5759 in the general checking account and checks 1006 through 1016 from the environmental impact fund account. Motion carried.

Adjourn: A motion was made by Britzke/Klitz to adjourn the meeting. Motion carried.
