Grant Town Hall – 7:30 p.m.
June 26, 2008
The Grant Town Board met on Thursday, June 26, 2008 at 7:30 p.m. at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, and Kay Blum. Art Plaster appeared before the board at 8:00 p.m.
The agenda was properly noticed by posting in the three public places in the Town of Grant on June 20, 2008 and on the town’s web site. The agenda included a review of the local grant applications and to make recommendations for approval of awards at the July 14 town board meeting, discuss and approve funding for tanker and truck purchase, and approval of the following; 1) contract with Wolf River Propane, 2) determine how to advertise and sell town truck, 3) blanket bond, 4) payment of invoices, 5) town hall use, 6) motion to rescind previous motion, 7) and discussion and action to approve continued work on baseball light project. The agenda also included a discussion on the dam project. A motion was made by Britzke/Bowers to approve the agenda. Motion carried.
Funds: The board discussed how to pay for the purchases of new equipment for the fire department and town. The maintenance fund certificate of deposit with an approximate value of $70,000 does not mature until 12/31/08. The amount of the loan is expected to be $105,000, but the total loan amount will be $175,000 and the certificate of deposit will be applied to the loan balance when it matures. A motion was made by Klitz/Britzke to borrow $175,000 for the fire tanker, to reduce the loan with the certificate of deposit when it comes due in December, and have a loan balance of $105,000 for six years with a balloon payment amount of approximately $20,000.00 per year which will come from the annual environmental impact fee. Motion carried.
Wolf River Propane: The board will act on this in July after it updates the price schedule.
Sale of town truck: No action was taken on this item. The board will do a spec sheet for an ad to be placed in the paper in August requesting sealed bids at the September board meeting.
Bond: A motion was made by Britzke/Klitz to approve the purchase of a blanket bond for the town clerk and treasurer. Motion carried.
Payments: A motion was made by Britzke/Bowers to approve the payment of checks 1004 and 1005 from the Environmental Impact fund for the engineers’ fees and the thermal imaging camera. Motion carried.
Town Hall: A motion was made by Bowers/Britzke to approve a town hall reservation for American Transmission Company for July 9, 2008. Motion carried.
Rescind motion: A motion was made by Klitz/Britzke to rescind the June 2, 2008 motion establishing a committee for decision making with regard to the Caroline Baseball Park. Motion carried.
Baseball diamond lighting project: Art Plaster presented invoices for additional materials totaling $687.43 and labor totaling $850.00 (34 hours). Art submitted an estimate of 60 additional labor hours. A motion was made by Klitz/Bowers to approve additional 60 hours of labor at $25.00 per hour for Art Plaster for the baseball diamond lighting project. Motion carried. Chairman Britzke reported that the project should begin on Tuesday, July 1. The board also anticipates being reimbursed for roughly $3000.00 worth of materials purchased as per the original agreement with the company who donated items for the project.
Dam: The board briefly discussed the dam project but no action was taken.
Grant applications: The board reviewed the grant applications. Grants were submitted by nine entities with a total dollar amount of $97,995.75. There is $50,000.00 available. The awards will be announced at the July 14, 2008 town board meeting.
Adjourn: A motion was made by Klitz/Bowers to adjourn the meeting. Motion carried.
