Special Town Meeting – Grant Town Hall
May 11, 2009 – 7:30 p.m.
A Special Town Meeting of the Electors for the Town of Grant was held pursuance to Sec. 60.12(1)(a) Wis. Stats. at the date, place, and time listed above. Notices for the meeting were published on April 23rd and 30th and properly posted in the township as required.
The meeting was called to order at 7:30 p.m. by Chairman Britzke. Seven residents, three board members and the town clerk were in attendance. The agenda included discussion and action on a proposed purchase of land by the town from Zion Lutheran Church for an addition to the baseball diamond.
Chairman Britzke reported that the asking price of $5,000 for the land is reasonable. He spoke with the town assessor and O’Connor Realty and both verified its value. He also spoke with two different attorneys from Wisconsin Towns Association who gave the opinion that the purchase of the land by the town would be wise considering certain liability issues that could arise. It was noted that a portion of the grandstand and dugout and one of the newly erected light poles are currently on church property. The town would like to correct that problem by purchasing some additional land and also reduce potential liability concerns with alcohol being consumed on church property.
Kay Blum commented that she contacted Jim Mapp from the Department of Energy about using environmental funds. Mr. Mapp gave the okay to use the funds and commented that it would be in the towns best interest to ensure that the structures, including the new light pole, be situated on town land if in the future the church would assert its authority over the property.
Residents commented that the cost of the land seemed too high and thought perhaps the town could purchase just enough land to include the structures. The town board wanted to have more land for better access to the structures and to keep alcohol consumption on town property. After much discussion, a motion was made by Steve Verg to pay $5,000 for the purchase of the parcel of land from Zion Lutheran Church and to ask the church to pay half the cost of the survey, deeds, filing fees and other similar fees. Larry Joos seconded the motion. A show of hands indicated 11 voting aye, 0 voting nay. Motion carried.
Gene Mehlberg made an additional motion that the town board would have authority to make a final decision on the purchase if the church does not agree to pay half the costs. There was no second to the motion. In the event the church does not agree to pay the costs, then the issue will have to be discussed further at another special town meeting.
A motion was made by Annette Schmidt and seconded by Larry Joos to adjourn the meeting. Motion carried.
