Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
May 4, 2009
The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Monday, May 4, 2009 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Fourteen residents and guests were in attendance. Guests included Jerry Erdman, Arlyn Tober, Kurt French and Mike Papendorf.
Chairman Britzke read the agenda which was published in The Marion Advertiser on April 29, 2009. A zoning issue was added for discussion. A motion was made by Klitz/Bowers to approve the agenda. Motion carried.
A motion was made by Britzke/Klitz to approve the minutes of the previous town board meeting. Motion carried.
Public comments: No public comments were heard.
County update: County Supervisors Arlyn Tober and Jerry Erdman inquired if the town received the grant information. The forms were received and will be reviewed by the board and signed tonight.
Plan commission: A motion was made by Klitz/Britzke to accept the resignation of plan commission member Ruth Kopitzke and to approve the appointment of Sue Raether to complete Ruth’s term. Motion carried. Gene Mehlberg reported that the plan commission continues to meet on a monthly basis.
Dam lease: Mike Papendorf, representing First National Bank, addressed the board about the possibility of obtaining a lien on the current lease the town has with Roy Kleisch. Roy has a lease with the town to operate a hydroelectric turbine in the Caroline Dam. A motion was made by Klitz/Bowers to hold a special town meeting of the electors on Monday, June 1, 2009 at 7:30 p.m. to obtain public input about a possible lien on Roy Kleisch’s lease. Motion carried.
Nuisance complaint: A written complaint was received by the town stating that a certain party was not properly disposing of dead animals on their property. The alleged violator stated that the animals were recently buried. The complainants agreed that the issue was resolved. Another complaint regarding dogs running at large was also discussed.
Gravel pit: Kurt French addressed the board regarding the gravel pit on Draeger Road. A motion was made by Bowers/Klitz to grant a 3 year extension on the conditional use permit for the non-metallic mining operation on Draeger Road. Motion carried.
Handicap accessible survey: The board reviewed suggested improvements for parking, signage, and maneuverability at the town hall as a result of the handicap accessible survey required by the Government Accountability Board and conducted on April 7, 2009.
Town hall: A motion was made by Bowers/Klitz to approve town hall reservations for the following: Audrey & Mary Pockat for April 25 and May 16, 2009; Annette Schmidt for May 17, 2009; Sherry Natzke for May 31, 2009 and Sue Laatsch for June 7, 2009. Motion carried. The sand box behind the town hall will be removed.
Caroline baseball diamond: A new drinking fountain was installed. A few upgrades to the diamond were completed and the new scoreboard was erected.
Caroline Dam: Becher & Hoppe Engineers advised the board to withhold the final payment on the dam until Great Lakes completes the required repairs.
Roads and bids for roadwork: The board received one sealed bid for blacktopping from Scott Construction. A motion was made by Klitz/Britzke to accept the bid from Scott Construction for blacktopping at $45.49 per ton, approximately $61,411.50 per mile. Motion carried. The board discussed various bids for chip sealing and grinding services from Scott Construction, Shawano County, and Knitt’s Sand & Gravel. The road budget was discussed and some adjustments will be forthcoming in a budget amendment next month.
Zoning: Bill Bowers reported on a request for a variance for Randy Roever.
Pay bills: A motion was made by Britzke/Klitz to approve the payment of checks 6088 through 6120 in the regular checking account and check number 1053 in the environmental fund account. Motion carried.
Adjourn: A motion was made by Bower/Britzke to adjourn the meeting. Motion carried.
