Town of Grant Budget Hearing, Special Town Meeting and Monthly Board Meeting
Grant Town Hall - 7:00 P.M. -- November 6, 2008
Meetings of the Grant Town Board were held commencing at 7:00 p.m. on Thursday, November 6, 2008 at the Grant Town Hall. The budget hearing was followed immediately by a special town meeting of the electors. Notices for the budget hearing and special meeting were properly published and posted. The monthly town board meeting was held following the special town meeting. Roll call: Richard Britzke, Bill Bowers, Dale Klitz, Kay Blum, and Rick Grunewald. Ten residents and guests were in attendance.
Budget Hearing: Chairman Britzke opened the budget hearing at 7:00 p.m. Residents were given copies of the proposed budget to review. The proposed budget showed a levy of $200,685.00. There were no comments on the proposed budget. The hearing was concluded.
Special Town Meeting: Chairman Britzke called the special town meeting of the electors to order at 7:08 p.m. The agenda for the meeting included adoption of the 2008 levy to be paid in 2009. A motion was made by Duwayne Radies and seconded by Mike Fritz to adopt the 2008 levy as set forth on the proposed budget. Motion carried unanimously. A motion was made by Duwayne Radies and seconded by Frank Buss to adjourn the special town meeting. Motion carried unanimously.
Monthly Town Board Meeting: The monthly meeting of the Grant Town Board was called to order at 7:10 p.m. Chairman Britzke read the agenda which was published in The Marion Advertiser on October 30, 2008. A motion was made by Britzke/Bowers to approve the agenda. Motion carried.
Minutes: A motion was made by Bowers/Britzke to approve the minutes of the October board meeting. Motion carried.
Public comment period: Gene Mehlberg stated that the shower trailer has not been removed since the Colorama. Frank Buss spoke regarding required upgrades to the current system for the sanitary district. Preliminary estimates put the cost between $200,000 - $250,000. The district will be able to borrow money from the state fund at a low interest rate but would appreciate any assistance the town might be able to offer such as environmental funds. Grants may also be available for the project. The start date is 2009 with completion in 2010.
County Update: Jerry Erdman and Arlyn Tober spoke briefly about the county budget.
2009 Budget: A motion was made by Britzke/Bowers to approve the 2009 budget as proposed with a levy of $200,685.00. Motion carried.
Plan Commission: Ken Huebner gave a report on the county open house that plan commission members attended recently.
Town Hall: A motion was made by Klitz/Bowers to approve town hall reservations for the following: Charlene Breitenfeldt on November 22, 2008; Justin Drefahl on April 26, 2009 and Dave Krueger on August 9, 2009. Motion carried. A handrail will be installed at the front entrance.
Roads: Breitenfeldt Road has been ground and graveled. The board discussed junk that was dumped in a roadside ditch and Murphy trucks traveling on Hunting Road. Ken Huebner asked if something could be done to reduce speeding by drivers entering town on Highway G from the north. The grader needs two new tires.
Caroline Dam: A final inspection of the dam repairs was performed by the DNR. Concerns included some hairline cracks in the new cement and a tree on private property. Great Lakes has a few minor repairs to complete. The town received authorization to finish painting next summer.
Pay bills: A motion was made by Bowers/Klitz to approve the payment of checks 5856 through 5900 in the general checking and 1033 through 1036 in the environmental funds account. Motion carried.
Adjourn: A motion was made by Bowers/Britzke to adjourn the meeting. Motion carried.
