Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
September 11, 2008

The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Thursday, September 11, 2008 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald and Kay Blum. Eight residents and guests were in attendance.

Chairman Britzke read the agenda which was published in The Marion Advertiser on September 4, 2008. Added by posting on September 5th included a discussion of the county grant application. Additional items added for discussion included using grant funds for EMT jackets and the WTA county unit meeting. A motion was made by Klitz/Bowers to approve the agenda. Motion carried.

A motion was made by Klitz/Britzke to approve the minutes of the August 4th town board meeting. Motion carried.
County update: Jerry Erdmann addressed the board regarding the county budget.

License: A motion was made by Klitz/Britzke to approve the applications for the temporary Class B licenses for the Caroline Lions Colorama to be held October 2-5, 2008. Motion Carried.

Resolution 2008-01: A motion was made by Bowers/Klitz to approve Resolution 2008-01 authorizing the clerk to appoint a special registration deputy to work during high volume elections. Motion carried.

Town truck bids: The town received one bid for the sale of the town snowplow/dump truck. A motion was made by Bowers/Klitz to award the bid to Toby Kersten for $14,250.00. Motion carried. The truck will be sold after the new one is delivered.

Plan Commission: Gene Mehlberg requested town approval to amend the comprehensive plan. A motion was made by Klitz/Bowers to amend the comprehensive plan to correct the spelling of Wahlers Road. Motion carried.

Dam: A representative from Great Lakes Marine addressed the board regarding the dam and powerhouse repairs. The cost for the dam repairs ended up being greater than the bid amount while the cost for the powerhouse repairs was less. Overall, the total cost for the dam repairs came in close to the contracted bid amount. The Great Lakes Marine representative recommended the town consider doing additional repairs to the northernmost sluiceway even though this was not recommended by the DNR. A motion was made by Klitz/Bowers to hire Great Lakes Marine to repair the east and west walls on the downstream side of the northernmost sluiceway at an estimated additional cost of $8,500.00. Motion carried.

Roads: The board discussed the placement of signs for the Colorama, moving a warning sign on Buss Road, cutting grass next to the field driveway on County G, and grass cutting on Burma, Mavis, Hunting and Weasel Dam Roads.

Lawn: The lawn on property located at W12698 County Road M has not been mowed for three years. The board received statutory authority from Shawano County Health Officer, Janet Lewellyn, to enter the property and mow the lawn one time this year. The health officer is concerned that the overgrown lawn is providing habitat for rats and other vermin that might pose a threat of rabies to children and other residents of the town who may come in contact with the wild animals. The board will move forward with the appointment of a weed commissioner after the first of the year and adopt an ordinance to regulate lawn length. The ordinance will allow the town to charge the costs to the owner of the property.

Town Hall: A motion was made by Klitz/Bowers to approve town hall reservations for the following: Tim Laatsch on September 14, 2008; Amy Jozwiak on September 21, 2008; Tim Laatsch on October 11, 2008; Felicia Kersten on September 12, 2008; Chris Johnson on September 27, 2008; Robert Schraut on June 6, 2009; Audrey Pockat on August 8, 2009 and Annette Schmidt on July 17, 2010. Motion carried. A handrail will be mounted on the outside steps. A roll down type curtain will be mounted in the opening between the kitchen and hall.

EMTs: Grant Fire and EMS were allotted $3000 through their application for environmental grant funds. A suggestion was made to use the money to purchase blood born pathogen compliant reflective jackets for the EMTs. These jackets will be required per a federal mandate in 2009. The clerk will seek approval to use the money for this purpose.

County unit meeting: Board members will attend the Wisconsin Towns Association county unit meeting in Tilleda on Thursday, September 25, 2008.

Grant application: Jerry Erdmann reviewed the grant application the town is submitting for county ATC grant funds. He offered suggestions of several items that could be added to the application so it will score higher in the review process. The application is due November 1.

Pay bills: A motion was made by Klitz/Bowers to approve the payment of checks 5784 through 5828 and 1024 through 1030. Motion carried.

Adjourn: A motion was made by Britzke/Bowers to adjourn the meeting. Motion carried.
