Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
September 3, 2009
The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Thursday, September, 2009 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Seven residents and guests were in attendance.
Chairman Britzke read the agenda which was published in The Marion Advertiser on August 27, 2009. A motion was made by Bowers/Klitz to approve the agenda. Motion carried.
A motion was made by Britzke/Klitz to approve the minutes of the August 3rd town board meeting. Motion carried.
Public comment period: Ken Huebner inquired about the cheese factory property. The owner is waiting for the final documents on the dam project before he does additional work on the property.
County Update: Jerry Erdman addressed the board regarding the county budget and the Maple Lane facility. Residents are encouraged to attend the informational meetings being held in various locations in the county or contact your county supervisors to discuss Maple Lane and the upcoming referendum on September 22nd.
Building inspection: No report.
County Environmental impact grant: The town anticipates recovering only $13,500 of the original grant award. The county board agreed to cover the most recent bills submitted for the project. The original grant award was 68,900.
License: A motion was made by Britzke/Klitz to approve the applications for the temporary Class B licenses for the Caroline Lions Colorama to be held October 2-4, 2009. Motion carried.
Plan Commission/Zoning: Ken Huebner reported there will be a zoning code re-write meeting on September 24 at the courthouse in Shawano, a SCEPI event on September 19 at The Gathering, and a plan commission meeting on October 14 at 7:00 p.m. at the town hall.
Caroline Dam: The bills for the paint and painting at the dam will be paid. The engineer continues to work on the final documents for the project.
Caroline Baseball diamond: All the documents have been returned for the land purchase. Board members discussed complaints about the number of night baseball games and may consider limiting that to one night game per week next summer.
Caroline Sanitary District: Annette Schmidt and Shirley Grunewald addressed the board about the required upgrades to the sanitary system. The DNR changed the effluent standards and the district must come into compliance. The estimated cost of the project is $250,000 and it must be completed by next fall. The user fees are projected to increase significantly from the current rate of $240 to a new rate of $425 per household. The district has been trying to obtain grant money and other funding sources. The board has some unused funds in the environmental accounts and could likely commit about $30,000 for the project to help reduce the user fees for residents. The project was previously approved as a qualifying environmental project allowing the town to use the ATC money to help fund it.
Town hall: A motion was made by Bowers/Klitz to approve the following town hall reservations: Merry Salzman on June 19, 2010; Caroline Aces 4-H on September 13, 2009. Motion carried.
Roads: Work on Haase Road has begun. The board will consider purchasing new tires for the grader.
Bills: A motion made by Klitz/Bowers to approve the payment of checks 1063 through 1065 in the environmental account and 6208 through 6240 in the regular checking account. Motion carried.
Adjourn: A motion was made by Britzke/Bowers to adjourn the meeting. Motion carried.
