Town of Grant Monthly Board Meeting
Grant Town Hall – 7:30 p.m.
September 8, 2010

The monthly meeting of the Grant Town Board was held at 7:30 p.m. on Wednesday, September 8, 2010 at the Grant Town Hall. Roll Call: Richard Britzke, Bill Bowers, Dale Klitz, Rick Grunewald, and Kay Blum. Ten residents and guests were in attendance.

Chairman Britzke read the agenda which was published in The Marion Advertiser on September 1, 2010. Items added by posting included approval of a budget amendment, paving of Weasel Dam Road, and approval of a conditional use permit. The board will also discuss the county unit meeting. A motion was made by Klitz/Bowers to approve the agenda. Motion carried.
A motion was made by Bowers/Klitz to approve the minutes of the August 2nd town board meeting. Motion carried.
Public comment period: No comments.
County Update: Jerry Erdman and Arlyn Tober spoke about budget concerns at the county level. All departments are struggling to stay within budget limitations and the board may have to consider layoffs or possibly furlough days for some employees as well as other ways to reduce spending.

License: A motion was made by Britzke/Klitz to approve the applications for the temporary Class B licenses for the Caroline Lions Colorama to be held September 30 through October 3, 2010. Motion carried.

Operator license: A motion was made by Bowers/Britzke to approve an operator’s license for Tonya Van Den Bloomer. Motion carried.

Provisional licensing: A motion was made by Britkze/Klitz to authorize the clerk to issue provisional operator’s licenses as requested for the sixty day maximum and to charge a fee of $5.00 for said license. Motion carried.

Plan Commission/Zoning: Ken Huebner presented an updated plan for the cheese factory property as provided by owner, Steve Skotzke. Ken reported that Skotzke intends to reschedule a hearing with the county for possible approval of his zoning changes. The board felt that a member of both the plan commission and the town board should be present at that hearing. Skotzke also indicated he may take action to clean up the property this fall. There would likely be no construction on the property until next year. A letter written to the plan commission about this matter was discussed.

Draft copies of the revised county-wide zoning ordinance will be available soon. The next meeting of the plan commission will be held on October 26, 2010 at 3:00 p.m. at the town hall. The plan commission made a recommendation to the town board for a conditional use permit. A motion was made by Klitz/Bowers to approve the conditional use permit for Kent Kersten for a home occupation on Buss Road. Motion carried.

Town Hall: A motion was made by Klitz/Bowers to approve town hall reservations for Chris Johnson on September 18 and Jesse Boettcher on September 19, 2010. Motion carried. The siding on the town hall will be pressure washed and something will be done to clean up the cement wall on the north side of the building. The handicap parking space will be repainted. The board decided that the two residents who want to reserve the town hall for the same date will have to agree to take alternate years.

Building inspection: Larry Joos addressed the board regarding potential building permits and subsequent inspections for the cheese factory property. He would like an outside party to handle those when and if it’s necessary. A new retainer fee and contract for services will be provided prior to budget planning time.

Caroline Dam: No action.

Caroline Baseball diamond: The dumpster can be left in the township and stored at no charge until it’s needed in the spring.

Roads: The board will meet on September 23 to approve a driveway permit for Borntraeger. Weasel Dam Road will be paved this fall using funds from the environmental impact account. The budget will be reviewed in October prior to going ahead with the hiring of part-time help for cutting trees and erecting snow fence.

Budget Amendment: A motion was made by Britzke/Klitz to approve Budget Amendment 2010-02 transferring $30,000.00 from the environmental impact monies to the roads budget and $2,000 from the miscellaneous category to parks and plan commission to cover overruns. Motion carried
Meeting: The Town of Grant will host a county unit meeting of the Wisconsin Towns Association at the Grant Town Hall on September 23, 2010 at 7:30 p.m.

Bills: A motion was made by Bowers/Britzke to approve the payment of checks 6595 through 6627 in the regular checking account. Motion carried.

Adjourn: A motion was made by Klitz/Bowers to adjourn the meeting. Motion carried.
